Within the last month the German federal government shutdown 4,700 farms when they found dioxin (a cancer-causing chemical) in meat and eggs. They shut the farms down. They did not just have a recall of the product; Germany shut them down until they can prove that their meat and eggs are safe to the public.
In America, businesses seem to have preferential treatment and protection even when the public safety is at hand. Germany shuts down the farms and we make them recall the product.
